How much will the Council spend on water sprinklers….really?

Background

At the Borough Residents Forum (BRF) of 10th January 2019 a question was asked about how much the average cost of the water sprinklers would with regards to what had been budgeted. The question is, are Councillors aware of what they have signed up for?

In Paper 19-01 presented at the Housing and Regeneration Overview Scrutiny Committee (HROSC) meeting of 17th January 2019 the following was noted regarding average costs.

The latest estimate of costs

In paragraph 107 of the Council’s Statement of Case which has been presented to the First Tier Property Tribunal (FTPT) and to leaseholders the latest estimate ‘is between £3,500 and £5,000’.

 Where did this question come from?

Well, in Paper 19-03 presented at the Borough Residents Forum (BRF) in Appendix A-C on page 24 is stated the following;

That is £12m for 2019/20 and £12m for 2020/21 for a total of £24m.

What could this mean?

That the Council seems to have budgeted the costs on the lowest estimate of average sprinklers costs? So if the cost works out to be £5,000 as an average then that would be a 43% increase taking the budget to £34.32m and if so, have Councillors been made aware of this?

Water sprinklers Tribunal directions (28 February 2019)

Today the latest Directions from the First Tier Property Tribunal (FTPT) were emailed out to some recipients. The following is the content.

Subject: LON/00BJ/LSC/2018/0286 – 100 High Rise Blocks within London Borough of Wandsworth

Dear Sirs,

A Tribunal chair has asked me to write to you as follows:

The Tribunal has received four applications seeking either a stay of this case until the outcome of Phase 2 of the Grenfell Tower enquiry and its recommendations or an extension of six-months for compliance with Direction 6 of the Directions Order dated 5 November 2018 (namely from 5 March 2019 to 5 September 2019) [the Interim Applications]. There are also emails of support to these applications.

In these circumstances and in order for the parties to consider their position and make a response to these applications and pursuant to rule 6 of the Tribunal Procedure (First-tier Tribunal) (Property Chamber) Rules 2013 and having regard to the overriding objective contained in rule 3, I make the following interim extension to the Tribunal’s Directions of 20 November 2018:

A. Direction 6 is varied from 5 March to 22 March 2019.

The Tribunal also makes these following Interim Directions, limited to the issue of these Interim Applications:

  1. If they have not already done so, the London Borough of Wandsworth should ensure that the above-mentioned Interim Applications are published on their website and confirm to the Tribunal by 5 March 2019 that they have done so. 
  2. Any party who wishes to make any representation in respect of the Interim Applications  should make those representations by sending a copy to the Tribunal and to the above listed parties by 12 March 2019.
  3. The London Borough of Wandsworth shall ensure that any representations made in accordance with Direction 3 above are published on their website by 15 March 2019.

The Tribunal will endeavour to makes its decision in respect of these interim applications by 18 March 2019.

Bollards by Roehampton Parish Hall

Background

There has been for quite some time a lot of noise from residents of the Alton Estate regarding the lack of car parking. Well, two more car parking places seem to have been removed, though whether they were car parking places in the first place is another question. These new bollards appeared this month by the Roehampton Parish Hall, formerly known as the Cornerstone.

Estate and Block Cleaning – Notice of Intention (NOI) – some thoughts (part 2)
