Heathmere School Keepers House now called Roehampton Loft (and seems to have grown?)

Background

For those of you that were aware, the area which was the Heathmere School Keepers House, SW15 4LJ, was to be converted into “3 x two bed duplex apartments at ground and first floor level, all with private external area to the rear and 3 x one bed loft apartments with mezzanine above at second floor level”. At least that is from planning applications 2016/7179 and 2017/4304.

What’s happened?

First, we now know it’s called “Roehampton Lofts” which reads rather lush!?

Second, have you noticed the Hamptons board states “6 Two bedroom Duplex Apartments”. Yet the planning application seems to be for 3 x 1 bedroom and 3 x 2 bedroom apartments?

Enforcement

It’s understood that an enforcement form has been completed by a resident and it might be the case that something has been missed and all is fine with this 6 x 2 bedroom change? Though time will tell and we’ll try to keep you updated. The enforcement reference number is 1070.0.

Putney Vale Cemetary Gate refreshed, mounting block in place, milestone tidy up

Background

Putney Vale Cemetary had works recently completed as per planning application 2018/0091 as detailed by the following text “The cleaning and restoration of the stonework and metal entrance gates into Putney Vale Cemetery. The installation of the original mounting block with a granite sett surround within the pavement outside the cemetery gates with the installation of an information board. The removal of existing fences around the existing milestone with the addition of a new paving strip within the existing footpath to highlight the milestone.”

Parking on grass – an Alton East problem?

Background

Have you noticed how many cars park on the grass on the Alton East? Or driving on the grass? It’s possibly because with all of these buildings being built that car parking pressures over time have built up leaving car owners little option?

Somborne House

Holybourne Avenue

In front of Whitelands College this Avenue is split into four footpaths due to the intersection at Bordon Walk. Three of the four have pavements next to the Avenue and one does not. This area is frequently driven on having mud stretched across the Avenue and tyre marks in the grass, all this in the Alton Conversation area. Background

With the amount of building work in progress, about to start or planned to start, it was thought it might be useful to highlight that bollards have been creeping into the Alton Estate over the past few years to prevent cars parking where they should not. The impact is that this creates further pressure on limited available car parking spaces.

Shipping containers by Mount Clare

Background

Mount Clare is to be a key feature of the Alton Estate regeneration. For those that are unaware, this building is Grade I listed (reference LB/099).  Yet, if this the case what is the situation with all of these shipping containers being so close to the building?

What’s been done about this?

On the 31st January 2019 one resident completed an enforcement notice regarding these shipping containers. The reference number being 1006.0.

The latest position?

Email from the Council has responded with the following.

“Sent: Friday, March 22, 2019, 10:29:36 AM GMT

Subject: FW: Ref: 1006.0 – Report an alleged breach of planning control form submission

I have been in discussions with the university. The containers are storing furniture etc for another building currently under redevelopment. However, they are so far away that they do not fall under permitted development.

While I do not consider the containers greatly affect the area, they are still within the curtilage of the Mount Clare building.

Therefore, I’ve instructed that they need to be removed”.

Summary

Much like the infamous portacabins which required retrospective planning applications it seems that Roehampton University has again over reached on its responsibilities towards local heritage?

Resident Working Group – opportunity to improve resident engagement?

Social Housing Green Paper

The Government produced a paper titled ‘A new deal for social housing’ which is summarised as;

“The social housing green paper – published today (14 August 2018) – aims to rebalance the relationship between residents and landlords, tackle stigma and ensure that social housing can be both a stable base that supports people when they need it and support social mobility”.

The Council is looking to review its participation structures

As can be seen from the letter below it can be seen that the current housing participation structure is being reviewed.

Thoughts

Maybe something to worry about quite early on is that the letter refers to ‘tenants’ and ‘leaseholders’ though there are ‘freeholders’ who live on council estates and they are permitted to be part of Resident Associations (RAs). The lack of the mention of ‘freeholders’ might be an ominous sign? Also, ‘freeholders’ too are part of the demolition area of the Alton Estate regeneration and that should be perhaps food for thought regarding this topic.

At the Housing and Regeneration Overview Scrutiny Committee (HRSOC) meeting of 17 January 2019 Paper 19-09 was presented which provides some more information. Note it was the second last item at the HRSOC at hope this is not what the Council thinks of this initiative?
