Update on water sprinklers provision – government consultation (26 May 2020)

BackgroundDuring the Council’s attempt to retro-fit water sprinklers in 100 high rise buildings it had been mentioned in a complaint to the Council that all leaseholders should be involved in the First Tier Property Tribunal (FTPT) as the outcome could possibly impact other leaseholders if it was decided at a later point to extend the retro-fitting to buildings which are a lower in height. With this in mind readers may be interested in the outcome of the latest Government water sprinkler consultation.

 As per the Government website:

 “Government response: sprinklers and other fire safety measures in new high-rise blocks of flats

Government response to the consultation on proposed changes to Approved Document B lowering the height threshold for sprinklers in new blocks of flats and introducing new guidance on wayfinding signage and evacuation alert systems.

Impact assessment: sprinklers and other fire safety measures in new high-rise blocks of flats

Impact assessment on the amendments to Approved Document B (fire safety) volumes 1 and 2 regarding sprinklers and wayfinding signage in blocks of flats. These amendments reduce the height threshold for sprinklers in blocks of flats from 30 metres to 11 metres and introduce new guidance on consistent wayfinding signage in blocks of flats over 11 metres to assist firefighters.

The analysis compares the amendments to a ‘do nothing’ option of no change to the guidance, and another option of setting the sprinkler and wayfinding signage height threshold to 18 metres instead of 11 metres”.

Rushmere House receives bicycle hoops

Background

Residents’ Associations have access to Council funding known as the Small Improvement Budget (SIB) – https://www.wandsworth.gov.uk/housing/resident-involvement-with-housing-decisions/small-improvement-grants-for-council-estates/

In this instance, the Kimpton House/Rushmere House Residents’ Association (KHRH RA) considered that the provision for bicycle hoops located next to Rushmere House were in order. Working with the estate’s Resident Participation Officer and Estate Manager this was completed.

 Western Area Housing Panel (WAHP)

The use of the SIB was agreed at the WAHP of 1st July 2019.

Water sprinklers and building insurance impact complaint

The following refers to a complaint regarding the text used by the Council with regards to the cost savings on buildings insurance that retro fitting water sprinklers would supposedly have had should this have been permitted to go ahead.

So, the Council had no supporting evidence for this claim that retro fitting water sprinklers “will result in a reduction in Buildings Insurance premium costs to the Council and subsequently to leaseholders”? Plus that this statement was incorrect and should have stated “may” rather than “will”………………?
