Quiz the Councillor candidates this week (18 April 2018)

The Putney Society is putting on the Hustings for local Council Elections. Roehampton & Putney Heath ward Hustings is this week;

“with candidates for the Roehampton and West Putney wards, will be held at 19:30 on Wednesday April 18th, 2018 in St Joseph Catholic Church, 215 Roehampton Lane, Roehampton SW15 4LD”.

The candidate’s details have been released and can be found by clicking on this sentence. Note that there seem to be a few local candidates.

This is an opportunity to ask some questions of the candidates such as their views on the regeneration, retro-fitting of water sprinklers, and to test their knowledge of local issues.

You may note that one of the three existing Roehampton & Putney Heath ward Councillors, Councillor Peter Carpenter, is not running for this ward, though is now running in West Hill. The timing of this could be its own question given that the building phase of the regeneration has started its way through the planning application process, this being the Bessborough Road/Petersfield Rise application (2017/6977) with more applications to come.

A local name that many will be familiar with is Reverend Jim McKinney who is running in West Putney.

Have you read the latest issue of the Homelife magazine (Issue 78, February 2018)?

Well, there are a few items which may be of interest………..

Cladding update (page 12)

The top of the page refers to a cladding update for Sudbury House, though absolutely no mention of an update for retro-fitting of water sprinklers! Nothing? No mention at all regarding the now involvement of the First Tier Property Tribunal. It has to be wandered why. It was heard that on Saturday 4 March 2018 that residents of Kimpton House were collecting signatures for a petition against having retro-fitting water sprinklers and many people were (1) not aware of the potential cost of the installation of water sprinklers or (2) the water sprinklers were to be installed inside the flats.

Tackling Anti-Social Behaviour (page 13)

A useful page which lists contact details of the various departments for various issues.

Estate Improvements

A good example of what can be done through the Small Improvement Budget (SIB).

No mention of…………..

Strange, that there seems to be no mention of the Alton Estate regeneration and there has been a lot happening;

Pocklington Court planning application has arrived

Well, Alton East is very busy at the moment.

At the moment the Heathmere School Keepers House, Alton Road, SW15 4LJ (2016/7179) is in the process of being built.

The Bessborough Road/Petersfield Rise, SW15 4AE, planning application (2017/6977) is in the process of receiving comments (and you can still get your comments in!).

Now the Pocklington Court 74 Alton Road, SW15 4NN, planning application (2018/0272) has become live as per the following which was received today. It is wondered what impacts will be had on car parking, public transport and the existing planning application 2017/6977?

What’s impacting car parking on the Alton East?

With the Bessborough Road/Petersfield Rise planning application (2017/6977) now out for comments, this might be a time to remind readers what impacts car parking on the Alton East on the Alton Estate. Whilst the application itself may not interest the reader, it might be worthwhile reviewing this in context of the following which either do impact car parking on the Alton Estate or could do – (1) the current situation, (2) what has happened and (3) what is or might be coming.

  1. Current situation

Roehampton University does not provide car parking spaces for its students

Given the growth of Roehampton University within the ward is it not unreasonable for it to provide car parking spaces for its students. Let’s remember that Roehampton University code to place its campus within the Alton Estate and as such a question is whether it should be held responsible for some of the car parking issues on the Alton Estate, particularly in the Ibsley Gardens neighbourhood. It might even be viewed as slightly insulting to local residents that Roehampton University prefers to have portacabins in Whitelands College for teaching located on car parking spaces rather than used for cars.

This was a potential problem highlighted as far back as 2002 by The Putney Society, yet 16 years later this appears to be a problem that Councillors have yet to openly tackle?

Manresa neighbourhood

This is the area of the Alton Estate which covers the following areas on the Alton Estate closest to where these portacabins are. Presently, on a regular basis cars are parked on the grass and the area, at times, looks as though it has become a 4 Wheel Drive experience with the amount of grass turned into mud. Very recently the Estate Manager for the area has highlighted that bollards may be put in place by Farnborough House and this would add to the other recent bollard additions.

Local business has used free parking as part of its promotion

At least one business highlights free parking as a selling feature for its services. Do any other businesses do the same?

Parking occurs in front of drop kerbs on a regular basis

This has been frequently seen throughout the estate and parking tickets have been given. In fact, even Council cars have parked in front of drop kerbs.

Car parking is required for major works

An example was the major works for double glazing.

Heathmere School Keepers House, SW15 4LJ, planning application 2016/7179

This is being built right now on Alton Road. This is for 3 x two bedroom apartments and 3 x 1 bedroom apartments with no allocation for car parking.

  1. What has happened

66 Alton Road, SW15 4NJ, planning application 2017/3082

Almost directly opposite the Heathmere School Keepers House planning application was this recent planning application. This involved 24 new apartments and 12 car parking spaces to be provided. The planning application was withdrawn though this does not mean it is finished as the Roehampton University portacabin application was approved after three attempts.

Alton Youth Club, Dilton Gardens, SW15 4AT, planning application 2015/4004

There was an attempt to change the use of this building from a youth club to a nursery and it was withdrawn. A main objection was that the plan seemed to be inefficient with regards to how car parking would be handled.

66 Alton Road, SW15 4NJ

It was mentioned earlier that the planning application was withdrawn though it may be attempted again.

Alton Youth Club, Dilton Gardens, SW15 4AT

At the Housing and Regeneration Overview and Scrutiny Committee, 14 September 2018, in Paper 17-268 about the Alton Estate Regeneration Project it states in Section 13 – “The Roehampton Youth Club will be relocated to an upgraded facility on the site of Dilton Gardens. The previous use of this facility was as a youth club but it has been unused for a number of years and is currently occupied by guardians. The Council’s Design Service is preparing a brief for the Dilton Gardens upgrade and officers from the Regeneration Team are having on-going discussions with the Youth Service”. The question is, what car parking will be needed to support this?

Pocklington Court, 74 Alton Court, SW15 4NN

A pre-application consultation was conducted recently (though not a lot of people are aware of it). This entails the following as per the Roehampton Voice Facebook page – “The plan is to build “42 Extra Care one bedroom apartments for rent and 55 one, two and three bedroom apartments for shared ownership or rent to buy”.

Conclusion

These may not be all of the items that have happened, could happen, or will happen, though it might peak reader’s interest in the current Bessborough Road/Petersfield Rise planning application consultation.

Bessborough Road/Petersfield Rise Consultation #2 – was it a consultation?

For those of you that received the flyer which highlighted that there were ‘Consultation sessions to present the Bessborough Road Proposals’ on the Thursday 18 January 2018 .and Saturday 20 January 2018, one may have been a little confused as to what this ‘consultation’ was all about if you attended and/or received the planning leaflet.

One Hersham Close resident received through the letterbox a 2 page leaflet titled ‘Planning News’ on Saturday 20 January just before attending the ‘consultation’. It is not known how many residents received this leaflet.

If one was aware of the weekly planning notices then one may have been aware that a planning application had been submitted under 2017/6977 though how many residents look at this?

Bessborough Road/Petersfield Rise Consultation #2

Well, it’s round 2 of the Bessborough Road/Petersfield Rise Consultation.

As a reminder, there was a pre-application consultation

This time around;

There was some fun and games regarding the dates which the Alton Regeneration Watch (ARW) spotted and has since been corrected. Not Wandsworth BC also had some fun with this.

This is part 4 of the Alton East recent planning works which people should be aware of. If you are concerned about car parking or general developments in the area, especially the Alton East, there is a lot happening on the planning front and residents might wish to take an interest in this planning application.

The first is the Heathmere School Keeper’s House, Alton Road, SW15 4LJ, planning application (2016/7179) which is in the process of being built now. This is for six apartments with no car parking.

The second was the (in)famous planning application for 66 Alton Road, SW15 4NJ (2017/3082) which was for 24 apartments and with questionable car parking quotas? This was withdrawn though can always come back.

The third which is pending and has not been formally launched yet is the planning application for Pocklington Court. A pre-planning Consultation was provided though not many people were invited or aware of this. Weekly Council Planning applications and decisions (13 January 2018)

Given there is so much happening in the ward at the moment, it might be worth residents keeping a watch on what is being planned for the Alton Estate. So, on a best endeavours basis, we’ll try to include this section.

The page numbers refer to the Wandsworth Borough Council’s (WBC) planning applications and decisions for the Roehampton & Putney Heath ward. Whilst every effort is made to highlight the page numbers and present the information below it is always best for the reader to have a read of the original Council documents just in case any errors have been made.

  • Address : 102 Roehampton Vale, SW15 3RX,
  • Proposal : Erection of part single/part two-storey rear extension and roof extension to main rear roof with front dormer window; alterations including insertion of windows to front elevation in connection with use of garage as additional habitable accommodation.

Application: 2017/6977,

  • Address : Petersfield Rise/Bessborough Road, SW15 4AE,
  • Proposal : The demolition of Sherwood Lodge and associated outbuildings and the construction of a four-storey building, comprising 10 residential (Class C3) units, plus improvements to existing open space and public realm, vehicular and cycle parking and refuse and recycling stores.

Application: 2017/7016,

  • Address: 25 Roedean Crescent, SW15 5JX,
  • Proposal: Erection of enclosure to house condenser units and bin store in front garden; erection of replacement front boundary wall.

Application: 2017/7076

  • Address: 2 Umbria Street, SW15 5DP,
  • Proposal: Alterations including partial demolition of outbuilding and erection of a single-storey extension plus basement in connection with use as a three bedroom house; associated landscaping, cycle and refuse storage. (Amendments top planning permission ref: 2017/5515 dated 29/11/17 to include changes to southern boundary, vehicular gates to Nepean Street, off street parking and changes to fenestration and hard landscaping materials).
