Bessborough Road-Petersfield Rise development

What’s happening?

A planning application (2017/6977) was approved which would permit 10 residential units to be built on the existing area of Sherwood Lodge, Bessborough Road 1-4, and Petersfield Rise car parking spaces, SW15 4AE. This article is to provide readers with some background information along with some current views of the area.

Sherwood Lodge is located at –

The background

“The demolition of Sherwood Lodge and associated outbuildings and the construction of a four-storey building, comprising 10 residential (Class C3) units, plus improvements to existing open space and public realm, vehicular and cycle parking and refuse and recycling stores” as sourced from –

https://planning1.wandsworth.gov.uk/Northgate/PlanningExplorer/Generic/StdDetails.aspx?PT=Planning%20Applications%20On-Line&TYPE=PL/PlanningPK.xml&PARAM0=917143&XSLT=/Northgate/PlanningExplorer/SiteFiles/Skins/Wandsworth/xslt/PL/PLDetails.xslt&FT=Planning%20Application%20Details&PUBLIC=Y&XMLSIDE=/Northgate/PlanningExplorer/SiteFiles/Skins/Wandsworth/Menus/PL.xml&DAURI=PLANNING

From the document source mentioned above the high level information is summarised, on a best efforts basis, as follows;

What does the area look like?

The following are photos from various angles as to what the area currently looks like.

The car spaces as highlighted in the Council planning officers report has capacity for about 20 car parking places. As far as we can understand this refers to nine places facing Bessborough Road, eight facing Ashton House 1-14, and three loosely parked where possible.

This view is of Sherwood Lodge with the building and garages boarded up.

How was this agreed?

This was agreed at the Council’s Planning Application Committee (PAC) on 26 June 2018 – https://democracy.wandsworth.gov.uk/mgAi.aspx?ID=42798

The Council’s view of the planning application is outlined as the following – https://democracy.wandsworth.gov.uk/documents/s58335/5%202017-6977%20-%20Petersfield%20Rise%20and%20Bessborough%20Road%20SW15%204AE.pdf

For more information one can refer to the planning application documents (though bear in mind that as the decision has been made on the application that all of the objections and comments received have been removed) – https://planning.wandsworth.gov.uk/WAM/showCaseFile.do?appType=planning&appNumber=2017/6977

Was there a Roehampton & Putney Heath Councillor on the PAC when the decision was made?

Yes there was, in this case it was Councillor Claire Gilbert – https://democracy.wandsworth.gov.uk/mgMeetingAttendance.aspx?ID=5798

Quiz the Councillor candidates this week (18 April 2018)

The Putney Society is putting on the Hustings for local Council Elections. Roehampton & Putney Heath ward Hustings is this week;

“with candidates for the Roehampton and West Putney wards, will be held at 19:30 on Wednesday April 18th, 2018 in St Joseph Catholic Church, 215 Roehampton Lane, Roehampton SW15 4LD”.

The candidate’s details have been released and can be found by clicking on this sentence. Note that there seem to be a few local candidates.

This is an opportunity to ask some questions of the candidates such as their views on the regeneration, retro-fitting of water sprinklers, and to test their knowledge of local issues.

You may note that one of the three existing Roehampton & Putney Heath ward Councillors, Councillor Peter Carpenter, is not running for this ward, though is now running in West Hill. The timing of this could be its own question given that the building phase of the regeneration has started its way through the planning application process, this being the Bessborough Road/Petersfield Rise application (2017/6977) with more applications to come.

A local name that many will be familiar with is Reverend Jim McKinney who is running in West Putney.

Homelife (February 2018)

Have you read the latest issue of the Homelife magazine (Issue 78, February 2018)?

Well, there are a few items which may be of interest………..

Cladding update (page 12)

The top of the page refers to a cladding update for Sudbury House, though absolutely no mention of an update for retro-fitting of water sprinklers! Nothing? No mention at all regarding the now involvement of the First Tier Property Tribunal. It has to be wandered why. It was heard that on Saturday 4 March 2018 that residents of Kimpton House were collecting signatures for a petition against having retro-fitting water sprinklers and many people were (1) not aware of the potential cost of the installation of water sprinklers or (2) the water sprinklers were to be installed inside the flats.

Tackling Anti-Social Behaviour (page 13)

A useful page which lists contact details of the various departments for various issues.

Estate Improvements

A good example of what can be done through the Small Improvement Budget (SIB).

No mention of…………..

Strange, that there seems to be no mention of the Alton Estate regeneration and there has been a lot happening;
