Bessborough Road development update (15 May 2020)

Hopefully residents have seen the latest communication below from Redrow with regards to the Bessborough Road planning application (2017/6977) which is the first of two decant sites to be built for the Alton Estate regeneration.

If of interest the following Facebook photo album contains photos of the progress of the building works – https://www.facebook.com/pg/Roeregeneration-101220377926037/photos/?tab=album&album_id=165040091544065&ref=page_internal

Alton East under car parking spaces siege? – Ian Williams major works

Background

A very hot topic on the Alton Estate is car parking, especially with regards to what is going on with the regeneration. Presently on the Alton East there are three main projects all happening at the same time which is adding to car parking pressures. These projects are:

  • Pocklington Court development (2018/0272) this being close to the intersection of Bessborough Road and Alton Road at the Heathmere School end.
  • Bessborough Road development (2017/6977) – this being at the other end of Bessborough Road almost at the intersection with Alton Road.
  • The major works being conducted by Ian Williams – this being in between the two other projects.

It was thought that residents may not be aware of what is happening and this might be of use.

The following will be photos of the car parking spaces being utilized by Ian Williams with approximate numbers of the amount of car parking spaces being lost to residents.

Timsbury Walk

Approximate number of car parking spaces used = 8

Do you note that the yellow grit box is behind the fencing? How are residents supposed to access this?

Conclusion

It seems to be that this major works is taking up circa 21 car parking places which is a considerable sum when factoring in the other projects in motion at the moment.

It’s wondered whether this messaging has been communicated to the Stoughton Close/Greatham Walk/Ryefield Path Residents’ Association (SCGWRP RA) which is in the area?

Could Council contractors communicate better?

Background

How often does one see works of some description on the Alton Estate?

These works can be undertaken by Council contractors or Utility companies.

Have you noticed the different styles of communications between these two?

The following photos will provide examples of how they differ.

Utility boards

What’s usually good about these boards is that they:

  • Provide an idea of when the works will be completed.
  • Have a reference number which makes it easy to refer to the works if you need to refer to them,
  • Have a contact number should you wish to enquire about the works.

Seems reasonable?

The following photos are of works which took place near Hersham Close.

Contractor boards #1

Well, these seem to fall into two types. One type has some information and maybe not enough?

In this instance, at least there is a note which highlights what the works are for.

These following photos refer to the current major works which are taking place at the moment and refer to the car parking spaces on the side of Ryefield Path off Bessborough Road.

Contractor boards #2

Then you have the works which have no information whatsoever which can make it inconvenient for residents, especially if they wish to ask questions about it.

These works took place near Ibsley Gardens 2-52.

One Residents’ Association did try to improve this………..

The Hersham Close Residents’ Association (HCRA) tried to highlight this at the Borough Residents’ Forum (BRF) and unfortunately, like many resident suggestions, seemed to have fallen on deaf ears…………….

The following text refers to extracts of the various Minutes of the BRF meetings which vaguely noted the discussions:

4th September 2018 Minutes – section 9

“Information Boards – in response to a suggestion, officers agreed to explore the possibility of noticeboards being used by Council contractors to provide information such as the nature of works being undertaken, duration, who to contact etc. (Section 9 of the Minutes 4th September 2018”

Link to Minutes – https://democracy.wandsworth.gov.uk/documents/s61853/Minutes%20040918.pdf

7th November 2018 Minutes – section Minutes

Comment: “Page 14, para 2. Asked for an update on the suggestion that notice boards be used to display information about works such as duration, contractor contact details etc”.

Response: “Noted that RA’s are able to display any information they wish on their notice boards and could include letters regarding major works”.

Comment: “Clarified that the suggestion had been that “A Boards” rather than RA information boards be used”.

Response: “The Assistant Director (Housing Management) apologised for the misunderstanding regarding “A boards”, and undertook to look into this and report back”.

Link to Minutes –

https://democracy.wandsworth.gov.uk/documents/s63280/Minutes.pdf

10th January 2019 – section Minutes

Comment: “Page 3, section 7. Councillor Ireland asked for an update on the position regarding the use of notice boards to display information about works”.

Response: “Officers confirmed that a query had been raised about the possible use of A-Boards to display information about major works. Officers had sent an email response to the query”.

Conclusion

It’s such shame this effort was not rewarded with a result.

Fontley Way 14 new homes ‘drop in’ (6 August 2019)

Introduction

The below is what residents of the Fontley Way area received with regards to the regeneration development of 14 new homes in Fontley Way.

Note that this information may not have been received yet by all away leaseholders. The letter is dated 16th July 2019 yet one away leaseholder received the information by hand delivery on the 29th July 2019 as the address did not match the post code. The delivery person highlighted that there had been a problem with the mail merge………….hmmmmmmmmmmmmmmmm………

Bear in mind

That the Bessborough Road/Petersfield Rise development has started and that many car parking places are now out of action. See the photos on the ARW Twitter – https://twitter.com/AltonWatch/status/1157325149370224641 .

Parking on grass – an Alton East problem?

Background

Have you noticed how many cars park on the grass on the Alton East? Or driving on the grass? It’s possibly because with all of these buildings being built that car parking pressures over time have built up leaving car owners little option?

The following are examples of areas in the Alton East.

Somborne House

Fontley Way area is already under some pressure with car parking. This photo is located at – https://www.google.com/maps/place/51%C2%B026’51.3%22N+0%C2%B014’35.8%22W/@51.4475833,-0.244512,313m/data=!3m2!1e3!4b1!4m6!3m5!1s0x0:0x0!7e2!8m2!3d51.447591!4d-0.243285

Crondall House

Also in the Fontley Way area though the pressures built up have cars parked on the grass where the entrance to the proposed new maisonettes will have access. This photo is located at – https://www.google.com/maps/place/51%C2%B026’50.3%22N+0%C2%B014’38.9%22W/@51.447304,-0.2453728,314m/data=!3m2!1e3!4b1!4m15!1m8!3m7!1s0x0:0x0!2zNTHCsDI2JzUxLjMiTiAwwrAxNCczNS44Ilc!3b1!7e2!8m2!3d51.447591!4d-0.243285!3m5!1s0x0:0x0!7e2!8m2!3d51.4473039!4d-0.2441334

Farnborough House

This too is in Fontley Way and until recently had many cars parked on the grass until the railings were recently installed – https://roeregeneration.wordpress.com/2019/03/21/2878/ . This photo is located at and is after the railings were installed – https://www.google.com/maps/place/51%C2%B026’49.0%22N+0%C2%B014’35.1%22W/@51.446956,-0.2438084,187m/data=!3m2!1e3!4b1!4m6!3m5!1s0x0:0x0!7e2!8m2!3d51.4469555!4d-0.2430712

Fontley Way 1-20

At one of the two entrances to Fontley Way, this area is used for car parking. This photo is located at – https://www.google.com/maps/place/51%C2%B026’47.0%22N+0%C2%B014’35.5%22W/@51.446394,-0.2437412,139m/data=!3m2!1e3!4b1!4m6!3m5!1s0x0:0x0!7e2!8m2!3d51.4463939!4d-0.2431939

Ibsley Gardens 57-79

At the back of Ibsley Gardens and also leading to Fontley Way 1-20 entrance this road is car parked on one side with cars and large vehicles using the grass as an extension of the road. This photo is located at – https://www.google.com/maps/place/51%C2%B026’46.5%22N+0%C2%B014’32.9%22W/@51.446247,-0.2430263,139m/data=!3m2!1e3!4b1!4m6!3m5!1s0x0:0x0!7e2!8m2!3d51.4462471!4d-0.2424761

Ibsley Gardens 2-52

At the bend leading towards the other Fontley Way entrance this grassed area is also used as an extension of the road. This photo is located at – https://www.google.com/maps/place/51%C2%B026’49.2%22N+0%C2%B014’29.9%22W/@51.447008,-0.2424106,195m/data=!3m2!1e3!4b1!4m6!3m5!1s0x0:0x0!7e2!8m2!3d51.4470076!4d-0.2416399

Holybourne Avenue

In front of Whitelands College this Avenue is split into four footpaths due to the intersection at Bordon Walk. Three of the four have pavements next to the Avenue and one does not. This area is frequently driven on having mud stretched across the Avenue and tyre marks in the grass, all this in the Alton Conversation area. This photo is located at – https://www.google.com/maps/place/51%C2%B026’55.7%22N+0%C2%B014’28.6%22W/@51.448795,-0.2420333,194m/data=!3m2!1e3!4b1!4m6!3m5!1s0x0:0x0!7e2!8m2!3d51.4487949!4d-0.241266
