Norstead Place cattle trough – the end of the story

For those of you that remember there was a cattle trough at the intersection of Roehampton Lane an Norstead Place which The Putney Society (TPS) was trying to have locally listed. Sadly, during this process it disappeared. Well, it has recently been highlighted in a National Trust article kindly title ‘New water feature for humans and their four legged friends at Leith Hill Tower’.

The Roehampton mention is within the following text “The Drinking Fountain Association identified a fountain and trough suitable for use by both people and animals and arranged for it to be restored and transported from its previous location in Roehampton”.

Missing cattle trough has gotten interesting

The below refers to a Freedom of Information ask which has been made of the Council with regards to the Norstead Place cattle trough. Let’s see what the response will be.

“This is a follow up to Freedom of Request 2016/13735.

A letter (dated 4 November 2016) has been sighted which is from the Drinking Fountain Association. This letter states the following – “We did write to the Chief Executive of Wandsworth Council in June last year asking whether the Council had any intention to restore the trough and asking for their view of if it would be used in its present location. The Council replied saying it was no longer under their jurisdiction and was now under the control of Transport for London who agreed to its removal”.

As a result of this letter the following questions/asks are raised:

  1. Please provide a copy of the letter which the Drinking Fountain Association sent to the Chief Executive of Wandsworth Council in June last year.
  2. Please provide a copy of the response which the Council provided to the Drinking Fountain Association.
  3. When did the Council hand control of the cattle trough to Transport for London?
  4. Please provide the documentation which ceded control of the cattle trough to Transport for London”.

The case of the missing cattle trough (part 6) – queries to TfL

Given that the cattle trough had been located in the ward since 1896 and was taken during a process when it was possibly going to be locally listed, residents are owed a bit more detail. The below is a Request for Information to TfL regarding the missing cattle trough.

“Recently a cattle trough which had been residing in the same spot since 1896 in Norstead Place SW15 was recently removed. Wandsworth Borough Council has stated that the land on which the cattle trough was located belongs to the TFL.

With regards to this cattle trough can the following questions please be provided.

1. Whom has taken the cattle trough?
2. What was the reason for removing the cattle trough?
3. When did discussions regarding starting to remove the cattle trough begin?
4. When did discussions with Wandsworth Borough Council (WBC) begin regarding the removal of the cattle trough?
5. The discussions with WBC, what did these entail? For instance, did WBC wish to keep the trough in its current location or was it in favour of having the trough removed?
6. Did TFL inform WBC that the trough was being removed?
7. If the answer to question 6 is yes, please state on what date this was communicated with WBC?
8. Can TfL please provide details of the person/group whom it liaised with whom now has possession of the cattle trough so that local amenity groups could contact this person/group regarding the removal of the cattle trough?”

Yesterday the patch of gravel that was left after the removal of the cattle trough on Norstead Place was repaired, as the above picture highlights.

The case of the missing cattle trough (part 3)

The Freedom of Information request has been answered and we now have some answers.

This is a follow on article regarding the case of “The case of the missing cattle trough” on Norstead Place, the following questions have been asked via a Freedom of Information and have now been answered;

  1. What was the date this cattle trough was removed?

Answer: The Council did not commission or carry out the removal, so does not hold this information.

  1. How long had this cattle trough been in this location prior to be being removed?

Answer: The Drinking Fountain Association installed the trough in 1896.

  1. What is the reason for removing it?

Answer: The Drinking Fountain Association suggested its removal in 2015, but TfL (which has responsibility for the land on which it was situated, and for  the trough’s upkeep) disagreed, stating that it would identify additional  funding to better maintain the trough, such as with a potable water  supply. TfL has since permitted the Drinking Fountain Association to remove the trough to Leith Hill national trust site.

  1. Where is the trough now?

Answer: The Council did not commission or carry out the removal, so does not hold  this information.

  1. Will the cattle trough be returned to the position it was taken from?

Answer: The Council did not commission or carry out the removal, so does not hold this information.

  1. If the answer to the above question is “no”, then what are the plans for the cattle trough?

Answer: See 3 above.

  1. Prior to removing this trough, was the Council aware that the Putney Society was considering to raise this trough as a candidate for local  listing?

Answer: Yes, and was working with the Putney Society to facilitate this.
