History of the yellow lines on Holybourne Avenue…

Introduction

Have you ever noticed the yellow lines on Holybourne Avenue? The intersection of Bordon Walk and Whitelands College has them as well as along the Avenue. The following four photos highlight the yellow lines.

Have they always been there?

No, these lines have not always been there. In fact, this history of these yellow lines were highlighted in a correspondence with the Council’s Traffic and Engineering team back in 2017. The following is an extract from that correspondence;

“I can however advise that the waiting restrictions at the junction of Bordon Walk and Holybourne Avenue were introduced in late 2005, following complaints from local residents about obstructive parking in Holybourne Avenue by students attending Roehampton University.

Several surveys were undertaken during 2005 which confirmed that some vehicles were parking in inappropriate locations in Holybourne Avenue, including at its junctions with Bordon Walk and Laverstoke Gardens, close to the main vehicular entrance to the Roehampton University site and at the entrance to the Holybourne Day Centre / Huntercombe Roehampton Hospital, thereby causing safety, traffic flow and vehicular access issues, particularly for emergency services vehicles.  The then Director of Technical Services felt that some sections of yellow line Waiting Restriction were necessary at these locations to prevent this obstructive parking, which not only reduced road safety, but also potentially prevented emergency services vehicles accessing these large off road sites”.

Was this not highlighted as possible concern?

Yeap, seems to have been highlighted as a concern back in 2002 by The Putney Society (TPS) which is covered off in the blog article ‘Student car parking pressures on the Alton Estate, acknowledged in 2002?!”.

Isn’t there a regeneration starting soon?

Sure is, and it will be interesting to see what happens with the traffic. A very recent example on the ARW Twitter account highlighted the virtual standstill on the Avenue.

Summary

The parking problem on the Alton Estate seems to a slow build up of issues which seems that no one wishes to tackle or possibly goes in the ‘too difficult’ pile?

Drug bust at Southlands College

This article is a little late in being published though it might be worthwhile given the local elections are just around the corner, especially as one of the ward Councillors works at Roehampton University.

The following text comes from putneysw15 article ‘Drugs Bust’ At Roehampton University’ –

“A male student was arrested on Friday (16 March) following a search at Southlands College, part of the Roehampton University campus, for possession of a large amount of a Class A drug later confirmed to be MDMA. He was subsequently charged with possession with intent to supply”.

About this time last year there was a drugs related arrest at Whitelands College.

Whitelands College – weekend use of car parks?

It was suggested recently be a Alton Estate resident whether Roehampton University would open it gates to residents on the weekends to use their car parking facilities at Whitelands College.

Exploring the idea further, the following picture taken from Kimpton House on the Alton Estate (on 3rd March 2018) shows the amount of car parking spaces available (this being left of the red line) and to the right of the red line is the Alton Estate. In the background is Somborne House.

14 February 2020 – portacabin expiry date

A quick update regarding the (in)famous Roehampton University portacabin application (2016/5912).

Given Reverend McKinney was noted within the Minutes of the Let’s Talk event of 12 September 2016 as “With the consent of the meeting, Rev. McKinney then spoke as a governor of Whitelands College to inform the meeting that some concerns had been expressed at the Roehampton Forum. He said that he would raise the issue of the noise with the college and also that as far as he was aware the portacabins would be removed as the need for them had now reduced”.

The question has been asked of Reverend McKinney about an about on the progress of no longer having portacabins, given that the planning permission was approved for three years and the expiry date, as confirmed with the Planning Department, is 14th February 2020.

Roehampton University wins architecture award

Sometimes one asks oneself, does this make sense?

Well, the following might be one such example…..

Very recently, Roehampton University was awarded a Wandsworth Design Award as;

“Chadwick Hall at the University of Roehampton was also given the Mayor’s Design Award. Judges were impressed with its contemporary design to provide student accommodation on a challenging site within the ground of grade II* listed Downshire House. The project also saw the restoration of the garden and The Watchers, a grade II listed sculpture”.

This was also mentioned on the putneysw15 website.

Now, where does it feature that this institution has a listed building which is approaching 20 years as a Historic England Heritage at Risk item?

Nor, that it applied, three times, for retrospective planning application for its portacabins located by Whitelands College, next to Parkstead House also a listed building, and used for teaching purposes?

What’s impacting car parking on the Alton East?

With the Bessborough Road/Petersfield Rise planning application (2017/6977) now out for comments, this might be a time to remind readers what impacts car parking on the Alton East on the Alton Estate. Whilst the application itself may not interest the reader, it might be worthwhile reviewing this in context of the following which either do impact car parking on the Alton Estate or could do – (1) the current situation, (2) what has happened and (3) what is or might be coming.

  1. Current situation

Roehampton University does not provide car parking spaces for its students

Given the growth of Roehampton University within the ward is it not unreasonable for it to provide car parking spaces for its students. Let’s remember that Roehampton University code to place its campus within the Alton Estate and as such a question is whether it should be held responsible for some of the car parking issues on the Alton Estate, particularly in the Ibsley Gardens neighbourhood. It might even be viewed as slightly insulting to local residents that Roehampton University prefers to have portacabins in Whitelands College for teaching located on car parking spaces rather than used for cars.

This was a potential problem highlighted as far back as 2002 by The Putney Society, yet 16 years later this appears to be a problem that Councillors have yet to openly tackle?

Manresa neighbourhood

This is the area of the Alton Estate which covers the following areas on the Alton Estate closest to where these portacabins are. Presently, on a regular basis cars are parked on the grass and the area, at times, looks as though it has become a 4 Wheel Drive experience with the amount of grass turned into mud. Very recently the Estate Manager for the area has highlighted that bollards may be put in place by Farnborough House and this would add to the other recent bollard additions.

Local business has used free parking as part of its promotion

At least one business highlights free parking as a selling feature for its services. Do any other businesses do the same?

Parking occurs in front of drop kerbs on a regular basis

This has been frequently seen throughout the estate and parking tickets have been given. In fact, even Council cars have parked in front of drop kerbs.

Car parking is required for major works

An example was the major works for double glazing.

Heathmere School Keepers House, SW15 4LJ, planning application 2016/7179

This is being built right now on Alton Road. This is for 3 x two bedroom apartments and 3 x 1 bedroom apartments with no allocation for car parking.

  1. What has happened

66 Alton Road, SW15 4NJ, planning application 2017/3082

Almost directly opposite the Heathmere School Keepers House planning application was this recent planning application. This involved 24 new apartments and 12 car parking spaces to be provided. The planning application was withdrawn though this does not mean it is finished as the Roehampton University portacabin application was approved after three attempts.

Alton Youth Club, Dilton Gardens, SW15 4AT, planning application 2015/4004

There was an attempt to change the use of this building from a youth club to a nursery and it was withdrawn. A main objection was that the plan seemed to be inefficient with regards to how car parking would be handled.

  1. What’s coming, actual or possibly?

66 Alton Road, SW15 4NJ

It was mentioned earlier that the planning application was withdrawn though it may be attempted again.

Alton Youth Club, Dilton Gardens, SW15 4AT

At the Housing and Regeneration Overview and Scrutiny Committee, 14 September 2018, in Paper 17-268 about the Alton Estate Regeneration Project it states in Section 13 – “The Roehampton Youth Club will be relocated to an upgraded facility on the site of Dilton Gardens. The previous use of this facility was as a youth club but it has been unused for a number of years and is currently occupied by guardians. The Council’s Design Service is preparing a brief for the Dilton Gardens upgrade and officers from the Regeneration Team are having on-going discussions with the Youth Service”. The question is, what car parking will be needed to support this?

Pocklington Court, 74 Alton Court, SW15 4NN

A pre-application consultation was conducted recently (though not a lot of people are aware of it). This entails the following as per the Roehampton Voice Facebook page – “The plan is to build “42 Extra Care one bedroom apartments for rent and 55 one, two and three bedroom apartments for shared ownership or rent to buy”.

Conclusion

These may not be all of the items that have happened, could happen, or will happen, though it might peak reader’s interest in the current Bessborough Road/Petersfield Rise planning application consultation.

What became of the portacabin planning application?

For background on Roehampton University’s portacabin planning applications this can be found in previous articles within this blog under variance references such as ‘portacabins’, ‘2016/1385’ or ‘2016/5912’. Many people have asked about this planning application, for various reasons whether it be what happened or how did it not go to the Council’s Planning Application Committee (PAC), and this blog is to highlight some further background which might be of interest, not just for this application, though perhaps for others.

There were three retrospective planning applications, with the first two being withdrawn.

Application number: 2015/5648

Proposal: Erection of six portacabins for a temporary period of five years.

First Council document mentioned is on 14 October 2015 and the decision notice of 19 February states this application was withdrawn on 14 February 2016.

The portacabins in question are highlighted in the photo below taken from Kimpton House. Keep an eye on the portacabins in the red rectangle. Parkstead House (Grade I listed) is in the background.

Application number: 2016/1385

Proposal: Retention of seven portacabins sited against the southern boundary for a period of three years (affecting the setting of a Grade I listed building).

Decision: Withdrawn

Notice the retention change in the proposal from five years to three years, though the number of portacabins increased from six to seven?

This application was started on 15 March 2016, only a month after application 2015/5648, though was able to continue until December 2016. At this stage, this retrospective planning application had been in motion for a year with two withdrawn applications. There were a lot of objections which were lodged against this withdrawn planning application meaning that objectors had to start again with the next planning application.

Application number: 2016/5912

Proposal: Retention of three portacabins at the southern end of the site for use as additional teaching space for a further 3 years (Affecting the setting of a Grade I listed building).

Application Registered: 14 November 2016, though documents started to be uploaded on 11 October 2016

Decision: Approve with Conditions 14 February 2017

Again, there were a lot of objections, though have you noticed two further amendments.

The retention is now for three cabins instead of seven. Also, the date of approval is 28 months after the first document was uploaded (15 October 2015) with the first planning application (2015/5648).

Didn’t Councillor Carpenter suggest he was going to provide resident representations at the Council’s Planning Application Committee (PAC)?

Yes, this was stated at the Roehampton Forum, yet didn’t happen. It has been suggested that Councillor Carpenter may not have been aware of the Council’s delegated power which permits planning application to be agreed by the Council’s planners rather than the PAC. This application was approved as it was less than 500 square metres of non-residential floor space. If this is true, one hopes that Councillor Carpenter is aware of the delegated powers now that he is on the PAC?

Another suggestion was that maybe Councillor Carpenter did not make his views known to the PAC that he wished to make representations at the PAC regarding this planning application. If this is true, then could Councillor Ambache, who was on the PAC at the time, could have informed Councillor Carpenter to make his representation position known to PAC members?

At the Let’s Talk event of 12th September 2016 wasn’t the portacabin planning discussed?

Yes, it was, and the following is taken from the Minutes;

“4. Roehampton University

Question/Comment – A resident said that he had contacted the planning service, without response, about the portacabins that had been erected without planning permission in the car park at Roehampton University facing Kimpton House. He said that the portacabins had been in place over 4 years and reduced on-site parking provision at the University that had been pushed out onto already busy roads such as Holybourne Avenue and Fontley Way. He suggested a survey by the University about staff and student parking during term and non-term time to determine the impact of the portacabins and said that residents were being forced into accepting a CPZ because of University demands. Concern also raised that the University is ‘getting away’ with not following due process and who is auditing the process? A resident raised the issue of excessive noise emanating from the University portacabins that affected Kimpton House and ‘terrified’ some residents.

Response – It was noted that an earlier planning application had been withdrawn but a revised one was due to be submitted including a transport assessment. A planning enforcement notice was still valid in respect of the unauthorised structures. Councillor Carpenter said that the University claimed that the portacabins did not reduce parking as the car park had been repainted to provide the same number of spaces as previously. He again advised residents to come along to the councillors surgeries to speak about any problems and if possible to attend the Roehampton Forum and Roehampton Partnership meetings. Councillor Ambache told the meeting that breaches of planning control should be reported to the planning service at the Town Hall and that, as a member of the Planning Applications Committee that would consider any application, he would not be able to ‘take a position’ on the matter but was listening to the related dialogue. He also confirmed that he was available to be contacted on any of the issues raised and this could be done in a variety of ways.

Councillor McKinney said that she understood the portacabin area to be the psychology department.

 With the consent of the meeting, Rev. McKinney then spoke as a governor of Whitelands College to inform the meeting that some concerns had been expressed at the Roehampton Forum. He said that he would raise the issue of the noise with the college and also that as far as he was aware the portacabins would be removed as the need for them had now reduced”.

Note that there is a comment in the Let’s Talk Minutes which states that the “portacabins would be removed as the need for them had now reduced”?

What does this application and Ibstock School’s planning application (2015/5074) have in common?

Both applications have taken at least two years to work their way through the planning system before being approved, though were being utilized by the applicants to some extent. As this is typed, Ibstock School’s planning application was registered on 22 September 2015 and is yet to be approved.

Three attempts for one planning application, maybe something to think about for 66 Alton Road?

With so many objections to the second application having to be repeated for the third application, is this a lesson as to the fate that 66 Alton Road (planning application 2017/3082) may face? Residents and interested parties may need to be vigilant in keeping an eye out for further attempts to demolish this building.
